Introduction
The recently passed MRTA is New York’s legislation dedicated to legalizing the cultivation, processing, distribution, sale, delivery, and personal use of recreational marijuana in New York State. Although the law consists of different aspects, like establishing the regulatory arm and earmarking the expected tax revenues, the overall intent of the bill is to “end the racially disparate impact of existing marihuana policies and their enforcement.”1 The legislation goes further to state that: “A goal shall be established to award fifty percent of adult-use cannabis licenses to social and economic equity applicants…”
